KSUA Media Board Governance Agreement

Between the Associated Students of the University of Alaska Fairbanks, KSUA-FM, and the University of Alaska Board of Regents November 1994

Preamble

KSUA-FM shall operate as a non-commercial radio station for the promotion of the educational, social and general welfare of the students of the University of Alaska Fairbanks. The license of KSUA will be held by the University of Alaska Board of Regents in trust for the students of the University of Alaska. KSUA will be managed by the Associated Students of the University of Alaska Fairbanks, via the KSUA-FM Media Board.

Article I - Name

The name of the station is the same as the official call letters designated by the Federal Communications Commission; KSUA.

Article II - Purpose

KSUA is a laboratory radio station of the students of the University of Alaska Fairbanks, to be operated with the University of Alaska's academic mission and provide programming that serves the student body at the University of Alaska Fairbanks.

Article III - Goverance

Section I: Powers

Insofar as KSUA serves students at the University of Alaska Fairbanks through its programming, the station shall be governed by the KSUA Media Board, hereinafter, "Media Board", with delegated managerial authority from the Associated Students of the University of Alaska Fairbanks.

Section II: Media Board
The membership of the Media Board shall consist of:

  • The ASUAF President or his/her delegate
  • Five elected students
  • Two faculty advisors
  • A broadcast professional from the Community
  • KSUA General Manager
  • Dean of Student Affairs
  • KSUA Chief Operator (if other than General Manager)
    * The Dean of Student Affairs and the KSUA Chief Operator shall serve as an ex-officio (non-voting) members of the board. The KSUA Station Manager has a vote except in financial matters and in business in which s/he has a personal interest.

Section III: Duties of the Media Board

In governing KSUA, the Board shall:

  • Hire the General Manager and conduct annual performance evaluations based on student satisfaction and overall operational quality;
  • Appoint a Chief Operator;
  • Approve the annual operating budget and see that it is adhered to;
  • Review and adopt operation policies and procedures put forth by the General Manager, as necessary for proper management and operation of KSUA as a station serving the student body;
  • Conduct a survey of the student body at least once each year to ensure that the diverse student interests are met.

Article IV - Station Organization

Section I: General Manager

The General Manager shall be appointed by the Media Board to serve at its pleasure for a term of one year, beginning in the summer semester unless otherwise specified. The General Manager will be responsible for overall operation of KSUA insofar as it serves the student body and acts under the supervision of the Media Board. The General Manager has authority over staff and volunteers and shall insure compliance with FCC regulations. The General Manager will coordinate with the Administrative Assistant of the Associated Students of the University of Alaska Fairbanks in all budget and accounting matters regarding KSUA.

Section II: Organizational Divisions

The General Manager, with the approval of the Media Board, may establish organizational structure as necessary for KSUA to function efficiently in service to the student body. The Media Board has authority to specify such other divisions as necessary to fulfill the laboratory function of KSUA.

Section III: Eligibility for Staff Positions

All full-time UAF students are eligible to apply for a staff position at KSUA. Experience and involvement shall be weighed in selection of candidates.

Section IV: Volunteers

All UAF students who pay the Activity fee may volunteer at KSUA. Volunteers are vital to the operation of this station and its mission. Herein lies the foundation for the laboratory function and the basis of its educational component. Responsibility, broadcast practices, and compliance with Station, University, and FCC regulations are introduced at this level.

Article V - By-Laws

The Media Board may adopt by-laws, supplementing this constitution.

Article VI - Meetings

The Media Board shall meet at least twice each semester throughout the academic year, and once during the summer, and may schedule additional meetings as necessary. Meetings shall be located on the University of Alaska Fairbanks campus and shall be publicly advertised.

Article VII - Amendments

The Constitution may be amended at any regular meeting of the Media Board by a simple majority of the full Board, provided that the final action shall not be taken before the next meeting at which the amendment is formally proposed and that the amended Constitution be approved by a simple majority of the full ASUAF Senate.
