610. Government Relations Council

610.1 Membership

610.1.1

Membership shall include one student at large and one Senator appointed by the President and confirmed by the Senate; one student at large and one Senator appointed by the Senate; and the Vice President. The Government Relations Assistant shall be an ex-officio member.

610.1.2

The Government Relations Director shall be the chair of the council.

610.2 Meetings

610.2.1

The Government Relations Council shall begin meeting no later than the second week in November and will meet at least biweekly through the end of the state legislative session. The Government Relations Council may meet more often at the discretion of the chair.

610.2.2

All meeting times and places shall be publicly posted no later than 72 hours in advance of the meeting.

610.3 Powers and Duties

610.3.1

To discuss legislation issues affecting the University and/or student body, and to plan actions concerning these issues, pending Senate approval.

610.3.2

To seek out and recommend students for lobbying efforts on the local, state, and federal levels.

610.3.3

To actively carry out lobbying efforts at the request of the President and the Senate.

610.3.4

To be responsible and accountable for all lobbying efforts and maintain coordination with other student leadership bodies.

610.3.5

To assist the Public Relations Committee in interviewing and choosing students for the Full Funding Campaign.

610.3.5.1

All voting members of the Government Relations Council shall be eligible to participate in any executive session of the Public Relations Committee dealing with choosing participants for the Full Funding Campaign.

610.3.6

To submit a report at the first Senate meeting following each Government Relations Council meeting.

620. Club Council

620.1 Appointment of Delegates

620.1.1

Each UAF Club that is officially recognized by Student Activities may appoint one delegate to the Club Council.

620.1.1.1

Club Council delegates may only be a representative for a single organization.

620.1.2

A club may replace its delegate at any time throughout the semester.

620.1.3

The club submits its appointment to the Vice-President on a form specified by the Vice-President. The appointment becomes official 48 hours after it is submitted to the Vice President.

620.2 Meetings

620.2.1

All meetings of the Club Council shall be open to all persons.

620.2.2

Club Council shall meet a minimum of three times during each of the Fall and Spring semesters, with the first meeting being held before the fourth week of a semester. Meetings shall be held at the time and location specified by the Club Council Rules of Procedure, or when called by the chair.

620.3 Special Meetings

620.3.1

A special meeting of the ASUAF Club Council may be called by the Club Council Chair or by the written request of 25% of the current delegates, submitted to the Club Council Chair.

620.3.2

Any special meeting of the ASUAF Club Council must be announced 48 hours in advance.

620.4 Term of office

620.4.1

The term of office of a Club Council delegate shall expire the last day of the academic year in which they were appointed.

620.5 Authority

620.5.1

The Senate delegates responsibility for appropriation of funds in the "Club Grants and Projects" item of the Budget to the Club Council.

620.5.2

The Club Council operates under the authority and direction of the Senate.

621. Powers and Duties of Club Council

621.1

To adopt Bills utilizing funds in the "Club Grants and Projects" item of the ASUAF Budget.

621.2

To adopt Resolutions expressing the will, decision, or sentiment of the Council or of the Recognized Clubs at UAF.

621.3

To establish those committees necessary for its investigations and actions.

621.4

To determine and enforce the rules of its proceedings and, with the concurrence of three-fourths, expel a delegate for the remainder of the meeting.

622. Powers and Duties of Club Council Delegates

622.1

Club Council delegates may only be a representative for a single organization.

623.1 Attendance

623.1.1

Any delegate who is appointed to Club Council shall be removed from Club Council for a single absence from a scheduled Club Council meeting.

624. The Club Council Chair

624.1.1

The Club Council Chair shall be the Vice-President of ASUAF.

624.1.2

If the office of the Club Council Chair is vacated during the term of office, the temporary successor shall be the Chair of the Rules Committee. If the Chair of the Rules Committee is unwilling or unable to be the temporary Chair of Club Council, then the Chair of the Finance Committee is the next temporary successor.

624.5 Powers and Duties of the Club Council Chair

624.5.1

To preside over meetings of the Club Council.

624.5.2

To prepare the agenda and schedule a meeting room for Club Council.

624.5.3

To authenticate, by signing, all acts, orders, and proceedings of Club Council, and to be obligated to act on or enforce the will of the Club Council.

624.5.4

To keep accurate files of all Club Council business, including but not limited to minutes, agendas, bills and resolutions.

624.5.5

To receive petitions for funding from recognized clubs.

625. The Club Council Clerk

625.1.1

The election of the Club Council Clerk will take place at the second meeting in the fall semester.

625.1.2

The term of office of the Club Council Clerk shall be the remainder of the academic year in which he or she was elected.

625.1.3

If the position of Club Council Clerk becomes vacant during the school year, Club Council shall elect a replacement at the next regular meeting.

625.5 Powers and Duties of the Club Council Clerk

625.5.1

To assist the Chair of Club Council as needed.

625.5.2

To record minutes at Club Council meetings.

625.5.3

To present the minutes to the Chair within 72 hours after each meeting.

626. Club Council Committees

626.1.1

Club Council shall have the following standing committees:
Rules Committee
Finance Committee
Organizing Committee;

626.1.2

No delegate shall chair more than one standing committee but delegates may serve on more than one.

626.1.3

Each of these standing committees shall consist of no fewer than four and no more than seven delegates, including the chair.

626.2 Powers and Duties of All Committees

626.2.1

Any committee may amend, substitute, or table any legislation referred to it as seen fit by a majority of its membership.

626.2.2

The actions of committees concerning legislation referred to them may be overturned by a majority vote of Club Council.

626.2.3

To act on referred legislation and report to Club Council as soon as possible. The report should include sources of information cited, recommendations on any amendments, and recommendation of adoption or rejection the proposed legislation.

626.2 Committee Chairs

626.2.1

The election of committee chairs will take place at the second meeting in the fall semester.

626.2.2

The term of office of all committee chairs shall be the remainder of the academic year in which they were elected.

626.2.3

If a committee chair becomes vacant during the school year, Club Council shall elect a replacement at the next regular meeting.

626.2.5 Powers and Duties of Committee Chairs

626.2.5.1

A Club Council committee chair who is absent from two meetings of the Club Council may forfeit his/her chair position at the discretion of a majority vote of Club Council, but for this shall not be in peril of losing his/her status as a delegate.

626.2.5.2

To submit notice of time and place of committee meetings 48 hours in advance.

626.2.5.3

To cancel a scheduled committee meeting.

        1. To report absences in their committee to Club Council.

626.3.1

No ASUAF Executive, Director, or Senator may hold the Financial Committee chair position within Club Council.

626.5 Rules Committee

626.5.1 Powers and Duties of the Rules Committee

626.5.1.1

To propose Club Council Rules of Procedure revisions.

626.5.1.2

To purpose Club Council Bylaw revisions to the Senate.

626.5.1.3

To codify standing Rules of Procedure and decorum of Club Council.

626.5.1.4

To insure the Club Council Rules of Procedure and ASUAF Bylaws are enacted and maintained, within Club Council.

626.5.1.5

To investigate charges of malfeasance, misfeasance, or nonfeasance which have been brought against a delegate of Club Council.

626.5.1.6

To receive the assistance of the ASUAF Student Leadership Coordinator in obtaining information that the committee needs to fulfill their duties.

626.5.5 Rules Committee Chair

626.5.6 Powers and Duties of the Rules Committee Chair

626.5.6.1

To be the parliamentarian of the Club Council.

626.5.6.2

To make sure amendments to Club Council documents are logged.

626.6 Finance Committee

626.6.1 Powers and Duties of the Finance Committee

626.6.1.1

To formulate policy and procedure for the expenditures allowed under the ASUAF budget, with the advice and consent of Club Council.

626.6.1.2

To outline procedures of these duties in the Club Council finance procedure manual.

626.6.1.3

To be familiar with the finance procedure manual.

626.6.1.4

To evaluate the finance procedure manual in the last month of each semester.

626.6.1.5

To receive the assistance of the ASUAF Student Leadership Coordinator in obtaining information that the committee needs to fulfill their duties.

626.6.5 Finance Committee Chair

626.6.6 Powers and Duties of the Finance Committee Chair

626.6.6.1

To present a budget summary to Club Council biweekly.

626.6.6.2

To maintain accurate club funding records.

626.7 Organizing Committee

626.7.1 Powers and Duties of the Organizing Committee

626.7.1.1

To encourage the participation of all recognizes clubs in Club Council.

626.7.1.2

To increase student awareness of club activities.

626.7.1.3

To coordinate with the Student Activities Office to organize events which promote student awareness of clubs.

626.7.1.4

To facilitate events held by Club Council.

626.7.5 Organizing Committee Chair

626.7.6 Powers and Duties of the Organizing Committee Chair

626.7.6.1

To have a working relationship with the Student Activities Office.

626.7.6.2

To coordinate efforts with the ASUAF Organizing Director.

627. Oversight

627.1.1

The Vice-President shall report to the Senate any appropriations made under the authority of the Council.

627.1.2

All Club Council appropriations must go through the Senate for final approval

627.1.3

All Club Council bills will be immediately put into Second Reading

627.1.4

The President shall have the same power of veto over Club Council Bills as over Senate Bills.

627.1.5

A vetoed Club Council Bill shall be considered by the Senate to determine whether the veto is overridden.

630. The Tanana Valley Campus Student Governance Council

630.1 Membership

630.1.1

The TVC Advisory Council will serve as the TVC Student Governance Council.

630.1.2

The Council shall elect its own chair from its membership.

630.2 Meetings

630.2.1

The TVC Student Governance Council shall meet regularly once every two weeks and at the calling of the chair or written request of four (4) members.

630.2.2

All meeting times shall be publicly posted no later than 72 hours in advance of the meeting.

631. Powers and Duties of the Tanana Valley Campus Student Governance Council

631.1

To keep and maintain Rules of Procedure.

631.2

To work within ASUAF on issues relating to the Tanana Valley Campus under the authority of the ASUAF Vice President.

631.3

To write, propose, debate, and pass bills on behalf of the TVC Student Governance Council, subject to veto or signature of the ASUAF Vice President.

631.3.1

To spend money from the TVC Student Governance Council line of the budget subject to veto or signature of the ASUAF Vice President.

631.4

To write, propose, debate, and pass resolutions on behalf of the TVC Student Governance Council, to be signed by the ASUAF Vice President.

631.5

To write, propose, debate, and pass resolutions on behalf of the TVC Student Governance Council, to be signed by the ASUAF Vice President.

631.6

To write, propose, debate, and pass directives to its members and the ASUAF Vice President, provided that said directives deal directly and only with TVC business.

631.7

To overturn the veto of the ASUAF Vice President by 2/3 vote.

631.8

To establish committees made of members set by their discretion.

632. Powers and Duties of the Tanana Valley Campus Student Governance Council Chair

632.1

To preside over the TVC Student Governance Council.
